Who Sees ChatGPT Ads? Free and Go Tiers Explained for Advertisers

Before you plan a ChatGPT campaign, you need to know who can actually see it. The answer is simpler than on most ad platforms, and it matters more: one plan-level rule decides whether a large part of your market is reachable at all.

As of 2026, ChatGPT ads are shown only to logged-in adult users on the Free and Go tiers. Everyone on a paid plan, from Plus to Enterprise, has an ad-free experience.

OpenAI began showing ads to Free and Go users in the US on February 9, 2026. Ads have since expanded to many more markets and were reported live in 40-plus countries by late 2026, including Brazil and Mexico, both announced in August.

The Free tier

Free is the default for anyone who signs up for ChatGPT without paying. It is the largest group of users. ChatGPT is reported at roughly 900 million weekly users overall, and a large share of them use the free plan.

Free users span every kind of consumer: students, parents, hobbyists, shoppers, people planning trips, people fixing things around the house, people trying to eat better or sleep better. They ask ChatGPT for advice on everyday decisions, which is exactly where consumer brands want to show up.

The Go tier

Go is a low-cost paid plan, priced around $8 a month and available in more than 170 countries. It gives users more capacity than Free while keeping costs low, and it includes ads.

Go matters for advertisers in two ways. First, these are people willing to pay for a digital subscription, a mild but real signal of purchase intent. Second, Go's availability across many markets means the ad-supported audience is not limited to people who cannot or will not pay anything.

Who does not see ads

Plus, Pro, Business, Enterprise and Edu users never see ads. That group includes:

  • Power users who pay for higher limits and advanced models
  • Professionals whose employer provides a Business or Enterprise workspace
  • Students and staff on institutional Edu plans

What these have in common is that the buyer is an individual making a personal decision, often after asking for advice. A question like "what's a good beginner guitar under $300" or "how do I stop my dog pulling on the leash" is exactly the moment a relevant ad helps.

Who ChatGPT ads do not suit

  • B2B selling to teams: HR software, sales tools, enterprise security, agencies selling to companies. Your buyers are mostly on paid or workplace plans.
  • Prohibited categories: drugs, weapons, tobacco and vaping, counterfeits, adult content, gambling, hacking tools and payday lending are banned outright.
  • Political advertisers: political ads are out of scope.

The card is labelled sponsored and visually separate from the answer, and OpenAI has stated that ads do not change ChatGPT's answers.
