Where Are ChatGPT Ads Available? Country Rollout Guide 2026

ChatGPT ads started in the US and have spread to dozens of countries. Here is what has been reported, and how to plan for new markets.

ChatGPT ads began as a US-only product and have been rolling out market by market since. If you sell internationally, or you are based outside the US, two questions matter: can people in your market see ChatGPT ads, and can you buy them yourself through Ads Manager?

Those are different questions, and the answers have been changing month to month. This guide summarizes what has been publicly reported as of late 2026, explains how to check availability for your market, and covers how to plan campaigns when you expand.

A caveat up front: OpenAI's country list changes often, and press coverage does not always distinguish between "users see ads" and "advertisers can buy." Always confirm in ChatGPT Ads Manager before planning budget.

Two kinds of availability

When people say "ChatGPT ads are available in a country," they can mean two different things.

Ads shown to users in a market

This is about the audience. In a market where ads are live, logged-in adult users on the Free and Go tiers may see sponsored chat cards below answers. Paid tiers (Plus, Pro, Business, Enterprise and Edu) remain ad-free everywhere.

The Go tier matters here. It is a low-cost plan, around $8 a month in the US, available in 170+ countries. In many markets outside the US, Go and Free make up a large share of ChatGPT users, which can make the ad-eligible audience relatively large compared with the overall user base.

Advertisers able to buy through Ads Manager

This is about you as a buyer. Self-serve Ads Manager opened to US advertisers first. Access for advertisers based in other countries, and the ability to target users in other countries, has been expanding separately. Minimum daily budgets also vary: about $25 per campaign in the US, with different figures reported in other markets.

So a business in one country might find that users there see ads, while self-serve buying for that market is still limited, or the reverse. Check both.

How to check availability for your market

  1. Sign in to ChatGPT Ads Manager and start creating a campaign. The location options show which markets you can currently target.
  2. Check OpenAI's advertiser help pages for the latest supported country list and any market-specific rules.
  3. Note the minimum daily budget shown for each market, since it may differ from the US.
  4. Review local ad rules. Restricted categories like health, supplements, alcohol, financial products and dating often have additional country-level requirements.

Planning campaigns for a new market

Run each country as its own campaign rather than mixing markets. Costs, conversion rates and buyer questions differ, and a blended campaign hides which market is working. It also lets you set budgets that reflect each market's minimum and potential.

Localize the message, not just the language

Buyers in Brazil may ask ChatGPT different questions from buyers in the US about the same product. Price sensitivity, delivery expectations, payment methods and trust signals all vary.

  • Translate headlines and bodies natively, then check character counts. The 50-character headline limit and roughly 100-character body limit apply in every language, and some languages run long.
  • Rewrite context hints to reflect local situations. "Parent packing school lunches" might become a hint referencing local school schedules or meal habits.
  • Adjust the offer. Free shipping thresholds, installment payments and local currency pricing can matter more than the headline.

A Mexican shopper landing on a US-dollar product page with US shipping terms will leave. Each market needs:

  • Prices in local currency
  • Shipping and returns that actually apply there
  • Language matching the ad

If you cannot fulfill in a market, do not advertise there, however cheap the clicks look.

Budget for learning in each market

Each new market starts from zero data. Suppose you plan to test three markets at $50 a day each for 21 days. That is 3 x $50 x 21 = $3,150 in test spend. At a hypothetical $3 average CPC, each market gets about 350 clicks ($1,050 / $3), which is enough to see whether conversion rates are in a workable range. Costs may differ by market

There is little public data on country-level ChatGPT ads costs. Reported US figures, roughly $3–5 per click from OpenAI's recommended starting bids and CPMs reportedly in the $25–45 range, are a starting reference, not a prediction for other markets. On most ad platforms, newer markets with fewer advertisers have tended to be cheaper per click, but that is a general pattern, not a reported ChatGPT figure.

When in doubt, keep claims specific and provable, and check local rules for restricted categories before launching.

Who should expand first

Not every brand should rush into new markets the day they open. Expansion makes most sense if:

  • You already ship to and serve customers in that country
  • You have a localized site, or can build market-specific landing pages
  • Your US ChatGPT campaigns are working, so you know which messages to adapt
  • Your product suits consumers or prosumers, who are more likely to be on Free or Go plans
