ChatGPT Ads vs Meta Ads: Intent, Cost and Creative Compared

Meta interrupts a scroll; ChatGPT answers a question. How the two channels differ on intent, targeting, cost and creative, and why your best Meta ads are the fastest path to ChatGPT.

For most consumer brands, Meta is the channel that built the business. Facebook and Instagram ads find people who did not know they needed your product, and Meta's machine learning has become remarkably good at it.

ChatGPT ads work on a different principle. Nobody is scrolling. Someone has asked for help, read an answer, and sees one sponsored option below it. That changes what you write, what you pay for and what you measure.

Intent: interruption vs answer

Meta is an interruption channel. Your ad has to stop someone mid-scroll and make them care about something they were not thinking about a second ago. That is why hooks, thumb-stopping visuals and fast video openings matter so much there.

ChatGPT is closer to an answer channel. The person has already described their need, often in detail. Your card does not need to create interest; it needs to be the most relevant next step.

That shift flips some Meta habits:

  • Hooks become answers. "Stop doing this to your skin" works on a feed. On ChatGPT, "Fragrance-Free Moisturizer for Sensitive Skin" works better because it directly matches the question.
  • Curiosity loses to specificity. A concrete detail beats a teaser when someone is actively evaluating options.
  • Emotion gets quieter. OpenAI's policies prohibit exploiting insecurity or hardship, and urgency must be genuine.

Audience

Meta reaches billions of people across its apps. Almost any adult consumer audience is reachable.

ChatGPT ads reach logged-in adults on the Free and Go tiers only. Paid plans (Plus, Pro, Business, Enterprise, Edu) are ad-free. ChatGPT is reported at around 900 million weekly users, so the ad-supported audience is still large, but it is a subset. For consumer brands this is usually fine. For B2B companies selling to teams, it is a poor fit.

Targeting

On Meta, the trend has been toward broad targeting: let the algorithm find buyers based on your pixel data and your creative. In the Andromeda era, creative diversity does a lot of the targeting work, because different ads attract different people.

On ChatGPT, you write context hints: plain-language descriptions of the situations your ad belongs in, such as "new runner training for a first 10K who wants more cushioning." ChatGPT matches by meaning and may use memory across a person's chats.

There is a useful parallel. On Meta, a creative aimed at "new runners with sore shins" quietly targets new runners. On ChatGPT, you make that targeting explicit in a hint. Creative

Meta creative is rich: video, UGC, carousels and long primary text. Commonly referenced specs: about 125 characters of primary text visible before "See more," headlines around 27 to 40 characters, and descriptions around 25 to 30.

ChatGPT creative is compact: a title of 3 to 50 characters, a body of about 100 characters, one image and a URL. No video in the standard chat card. Product-feed and carousel formats arrived in August 2026 for catalog brands.

That means a ChatGPT card is closer to a Meta headline plus the first line of primary text than to a full Meta ad. The message has to be distilled.

Cost

As commonly cited, Meta CPMs often fall around $8 to $20 depending on niche and season, and a CTR around 1% is a commonly referenced figure for feed ads.

ChatGPT costs as of mid-2026:

  • CPM: roughly $25 to $45, based on third-party observations
  • CPC: OpenAI's recommended starting bids work out to roughly $3 to $5
  • Reported CTR: Similarweb put the average around 0.68%, with top brands near 1.57%
  • Minimum: about $25 a day per campaign in the US, no minimum total spend

On a pure per-impression basis, ChatGPT is more expensive. But Criteo reported in February 2026 that traffic from ChatGPT converted about 1.5 times better than other channels. The fair comparison is cost per acquisition and payback, not CPM.

A hypothetical example: you sell an $80 product.

  • Meta: $1.50 CPC, 2% conversion rate. CPA = $1.50 / 0.02 = $75.
  • ChatGPT: $4.00 CPC, 5% conversion rate. CPA = $4.00 / 0.05 = $80.

Measurement

Both platforms use a pixel plus server-side events. Meta has the Meta Pixel and Conversions API; OpenAI has its pixel (often called the OAIQ pixel) and a Conversions API, with automatic advanced matching rolled out in August 2026.

Meta's attribution and optimization are far more mature. ChatGPT's are newer. Use UTMs and a blended view such as MER (total revenue divided by total ad spend) so you can see whether adding ChatGPT grows the business overall, rather than relying on either platform's self-reported numbers. Why your Meta winners are your best ChatGPT starting point

This is the most practical part. The hardest thing in any new channel is knowing what to say. If you have run Meta for a while, you already know which promises, proof points and offers make people buy.

You can also look beyond your own account. Meta's Ad Library shows every active ad across Facebook and Instagram, with the date each started running. An ad that has been live for 60 days or more is a strong signal that the advertiser is profitable on it. Across a niche, long-running ads reveal which messages the market keeps responding to.

To translate a Meta winner into a ChatGPT card:

  1. Extract the promise, proof and offer. Ignore the hook and visual style.
  2. Find the question it answers. "My kids won't eat vegetables, what can I make?" might match a meal kit's "kid-approved recipes" promise.
  3. Rewrite as a direct answer within 50 characters for the title and about 100 for the body.
  4. Strip anything non-compliant: superlatives without proof, fake urgency, before-and-after, insecurity hooks.
  5. Write context hints that describe the person asking that question.

A hypothetical example:

  • Meta primary text: "My kids used to push their plates away every night. Now they ask for seconds. 20-minute recipes, everything pre-portioned. Try your first box for less."
  • ChatGPT title: "Kid-Tested Dinners in 20 Minutes"
  • ChatGPT body: "Pre-portioned ingredients and recipes picky eaters like. First box discounted."

Should you run both?

For most consumer brands, yes, once Meta is stable. The channels reach people at different moments: Meta creates demand in a feed, and ChatGPT meets it when someone asks for advice. Many brands that depend on one channel find that a second channel reduces risk when costs rise or performance dips.
